NMO 13 is intended to be used when one company (the purchaser) engages another company (the contractor) to manage and supervise the installation and commissioning of equipment belonging to the purchaser. The assignment does not have to include both installation and commissioning. However, the basic premise is that it is the purchaser's personnel who perform the physical work, but under the contractor's direction. NMO 13 can be used when the contractor has delivered the equipment to be installed, but the assignment can also be completely independent.
